ISSD in Africa: A Basis for Seed Policy and Law

This paper complements  the paper ISSD in Africa A Conceptual Framework for Creating Coherence between Practices, Programmes, and Policies.  The paper begins by describing the linear model and obstacles observed in seed sector development in Africa. Alternate models are introduced with brief elaboration on the variation between seed sectors and specific seed systems in Ethiopia, Mali, and Zambia. This is followed up by pathways to policy development guided by the ISSD model in 3 areas of seed policy; variety release, seed-quality management, and plant breeders’ rights.
